HMO, cafe and cinema plans have been revealed for a former Coventry pub.
The building in Station Street West was once the Premier Private Members Club as well as the Angel Hotel and most recently the Punjabi Tarka restaurant.
Now the city council has received a planning proposal to change the use of the building, with part of it becoming a House of Multiple Occupation with 12 bedrooms, a cafe and an outside cinema with food.

The proposal explains that the applicants seek full planning permission for the following uses of land and building
HMO plans
- Use of part of the ground and all of the first floor as a HMO with 12 bedrooms.
- The ground floor would have 4 en-suite bedrooms, a shared kitchen/living area; with a further 8 ensuite bedrooms and a shared kitchen/living area at first floor
- A residents garden area of 180 sq.m in front of the building
Cafe
- A cafe (with ancillary takeaway) of 420 sq.m and a kitchen would be located to the rear of the ground floor.
- The cafe would have up to 30 covers.
- Opening hours would be 10am -11pm Monday to Saturday and 10am – 6pm on Sundays and Bank Holidays.
- Customer toilets would remain at ground floor;
- The open external area would be laid out as a 52 space car park, of which 9 spaces would be allocated for residents; and 43 spaces for cinema and cafe users.
Cinema and Chai Garden
- Vehicular access to the car park would be from Station Street West and would there be an exit for vehicles and pedestrians onto Foleshill Road.
- An external Chai Garden with large 5m wide TV screen would be situated to the eastern boundary
- The TV screen would be available for public film screening up to 4-10 films a day
- The proposed opening hours of the whole site would be 10am – 11pm Monday to Saturday and 10am – 6pm on Sundays and Bank Holiday
- There would be 5-10 employees.
- The exterior of the building would be tidied up, but not altered.
The application explains that the now empty building has always had residential accommodation at first floor and the conversion of most of the building to a HMO,
It adds: “The site is located within a District Centre and the proposed uses would have minimal impact on nearby residents and highway safety.”
The proposal is bow being considered by planning officers and it can be looked at by visiting the council’s website and searching for reference PL/2026/0001055/FUL in the planning applications section.
