WARNING: SPOILERS FOR DRAGON BALL SUPER GALACTIC PATROL ARCOne of the coolest treats that the Dragon Ball Super series gave fans was the incredibly epic Ultra Instinct transformation. While Goku was the first to demonstrate the potential of its awesome power to audiences in the anime’s Tournament of Power, several other characters have proven capable of utilizing the divine form. And most of them are stronger than Goku.
The seeds for the divine Ultra Instinct transformation or technique were planted in the Dragon Ball Super anime long before Goku unlocked it during his battle with Jiren. It was first introduced by the Angel Whis during a training exercise in the Resurrection F arc with Earth’s two Saiyans. They described it as a form of the thoughtless and a technique that’d allow the user’s body to dodge, attack, and defend with its maximum potential instantaneously. A truly fearsome transformation, especially if in the wrong hands.
Thankfully, viewers won’t need to wait much longer for new Ultra Instinct action, with the continuation of the Dragon Ball Super anime announced, hopefully for a 2027 release. The Galactic Patrol arc is the next substantial chapter of the Dragon Ball story that not only sees Goku evolve his mastery of Ultra Instinct further, but also introduces other characters capable of using the overpowered transformation. But so far, there are only five characters who have proven capable of using Ultra Instinct.

Galactic Patrolman Merus Teaches Goku A Few Lessons
Jaco was the first member of the Galactic Patrol introduced in the Dragon Ball franchise, but he is far from the best officer the noble organization has to offer. The Galactic Patrol arc quickly introduces Merus, the top-ranked officer of Universe 7’s Patrollers. He quickly establishes himself as being on a whole other level compared to Jaco by successfully getting the better of both Goku and Vegeta, knocking them out and kidnapping them.
It’s impossible to include Merus on the list of Ultra Instinct users without spoiling the fact that he is far more than a normal Galactic Patrolman, but actually an Angel in disguise. Goku and Vegeta could sense that there was something strange about Merus, and after six months of extensive training to help Goku master Ultra Instinct, the secret was revealed. As soon as Goku’s newest mentor began to tap into his divine powers during their last sparring match, they were teleported to Whis, and Merus was punished.
Angels are consistently in a state of Ultra Instinct, and because of that overwhelming power, they are forbidden from using it against mortals, so as to not upset the natural balance. While Merus was able to help Goku further master his control of Ultra Instinct, the adventurous angel was never able to fully demonstrate what he was capable of. But even a glimpse of Merus’s Ultra Instinct easily overwhelmed the extremely powerful Planet Eater Moro, an act that cost the angel his life and helped push Goku to even higher levels of strength.

Moro The Planet Eater Bites Off More Than He Can Chew
Many of Dragon Ball‘s most iconic villains make a lasting impression on fans with their extreme displays of power or radical personalities. Antagonists like Frieza and Jiren set the bar extremely high, but the Galactic Patrol arc’s main threat, Planet Eater Moro, more than earns his spot as one of Dragon Ball Super‘s best additions. Especially with his frightening ability to steal the powers and abilities of opponents, resulting in one of the arc’s shocking twists when the overwhelming villain gains the ability to use Ultra Instinct himself.
Moro became one of Dragon Ball‘s most interesting villains because, unlike almost all the opponents Goku faces, the ancient evil goat wizard relies on using dark magic instead of relying on brute force and martial arts. His tactics instantly set him apart from previous antagonists, and that became even more apparent when he started to use a stolen version of Ultra Instinct against Goku. It was a shocking and intense battle that forced Goku to overcome his previous peaks and resulted in a surprise conclusion I don’t want to spoil for anime-only fans.

Beerus And The Other Gods of Destruction
Even though Beerus is used primarily as a form of comic relief in Dragon Ball Super‘s later seasons, the series often reminds the audience that he is not only a God of Destruction, but maybe even the strongest in all the Dragon Ball multiverse. Goku’s Super Saiyan God form pushed him further than he’d been pushed in millions of years, but it was a battle that didn’t earn his full efforts. Because if Beerus did need to resort to using his best techniques, the series would have debuted Ultra Instinct much sooner.
After Whis introduced the concept of Ultra Instinct, it was revealed that Beerus is also capable of using the divine technique. However, even he has not found a way to completely master it because, in order to do so, the user must achieve an extreme emotional balance. Because of that caveat, the Gods of Destruction have an extremely difficult time using Ultra Instinct due to their chaotic and destructive nature. Still, according to one of the franchise’s greatest Ultra Instinct users, Beerus’s ability to utilize the form is superior to that of his fellow Gods of Destruction.

Goku: The Mortal Worthy Of The Power Of Gods
Unlocking new transformations seems to be one of Goku’s favorite activities because he is consistently doing so or finding new ways to evolve previous ones. Much like the time he made Frieza and fans quake on Namek with the first Super Saiyan transformation, Goku’s unleashing Ultra Instinct for the first time was an event that many fans will never forget. After being superbly built up as the ultimate badass, Jiren pushed Goku like he hadn’t been pushed in decades, and when he reflected a considerably powerful Spirit Bomb back at Goku, it had an effect no one expected.
While the Spirit Bomb’s use of life energy is extremely deadly to purely evil characters, it acted as a divine catalyst for Goku, who absorbed its energy and unlocked Ultra Instinct. It was a feat that seemingly no mortal had accomplished, pushing Goku to a level that would allow him to finally break through the untouchable Jiren, seeing the powerhouse receive damage for the first time in the Universal Tournament of Power.
Like Goku’s previous transformations, he’s found several different methods of controlling Ultra Instinct. While it seemed like he’d completely mastered it in the silver/white hair form during his battles with Jiren, Whis later corrected that misunderstanding. The Angel then persuaded Goku to pursue a more personalized version of the divine transformation, instead of consistently trying to reach for something his mortal body was not designed to handle. And fans are in for a treat when the Granola and Galactic Patrol arcs finally get their anime adaptations because each of Goku’s Ultra Instinct forms thrill in its own way.

Whis And His Fellow Angels Are Consistently In Ultra Instinct
The Angels represent a divine level of ability that is supposed to be untouchable to those who live in the mortal realm. Because of that, they are forbidden from directly interfering in the affairs of the living, so as not to upset the natural balance of life and death in the universe. When Beerus’s attendant Whis first explained the concept of Ultra Instinct to Goku and Vegeta in a training session, he did so because he thoroughly believed it could be possible for the Saiyans to eventually tap into the divine powers he and his fellow Angels use.
While Ultra Instinct seems to manifest in the form of a transformation when Goku is able to unlock it, it is more of a consistent state of being for all of the Angels in the Dragon Ball franchise. While the effectiveness and levels of control can vary from Angel to Angel, their power is so much further ahead than anything Goku has shown capable of.
There have rarely been times when the might of an Angel has been displayed, but one brief example saw Beerus knocked out with a single blow when Whis sought to end the God of Destruction’s wasabi-indused rampage. Still, Whis says his skills are extremely lacking when compared to his father’s, the Grand Priest. No wonder they are in charge of guarding Dragon Ball’s closest thing to a god, The King of All.
